WASHINGTON (AP) A leaked draft proposal from House Speaker Nancy Pelosi says Medicare should overhaul how it pays for prescription drugs, by negotiating prices for the costliest medications, curbing year-to-year price hikes, and limiting what seniors pay out of their own pockets.

The ambitious plan would also make Medicare's negotiated prices available to people with private insurance.

Pelosi's office wasn't commenting directly on the leaked draft Tuesday, but spokesman Henry Connelly says the California Democrat is trying to develop the "boldest, toughest possible bill" to lower costs.

Pelosi has been in discussions with the White House for months about potential steps to curb drug costs, but the outlook for legislation remains uncertain.

The draft seems designed to appeal to rank-and-file Democrats looking for a strong message to take into next year's elections.
