Requirements:
Qualified candidates must meet all requirements outlined by the Department of Transportation (DOT) (US) or Provincial requirements (Canada) for driving a regulated vehicle weighing more than 10,000 lbs. In order to comply with DOT requirements (US), qualified candidates must, prior to their first day of employment:

• Have an active driver’s license

Business Analyst III

Description:
Judicial Information Services, State Court Administrative Office Judicial Information Services (JIS) is the IT arm of the Michigan Supreme Court and provides information technology products and services to Trial Courts throughout the State of Michigan. We are currently seeking candidates for the position of Business Analyst III for the statewide e-Filing project. As a Business Analyst III, you will apply proven communication and problem-solving skills to maximize the benefit of document management systems, practices, and procedures for the courts of Michigan. Reporting to the Program Manager, the Analyst will interact with internal and external staff, Judges, Court Administrators, Clerks, and others and may lead staff. The Michigan Supreme Court offers comprehensive medical benefits, 401k/457 (including state contribution and matching) and additional fringe benefits.
Essential duties and responsibilities include, but are not limited to, the following:
Document Filings and Records Management
Apply and coordinate information lifecycle management of court records from creation, classification, storage, retrieval to disposition;
Maintain current knowledge of best practices in the records management profession and business systems usage and share expertise with stakeholders; Obtain a high degree of proficiency with systems utilized for the processing of electronic filings (e.g., capabilities, configuration, integration);
Create electronic workflow routines focused on automating business processes through the use of deployed systems;
Assist in the definition of data standards, classification and procedures in support of crossfunctional enterprise information management; Stakeholder Outreach
Collaborates and consults with key players within the courts of Michigan, SCAO, external vendors, and other stakeholders to gain an understanding of current processes, needs, and challenges;
Facilitates requirements elicitation using interviews, requirements meetings, surveys, document analysis, site visits, use case and workflow analysis;
Analyze stakeholder requirements for records management with the objective of discovering and reconciling variances, identifying improvements, and collaborating cross-functionally to assist in the development of solution enhancements to alleviate manual processing work where possible;
Act as a liaison between various business units to elicit, analyze, communicate, and validate business requirements for changes to business processes, policies, and business systems; Documentation, Testing, Research, and Process Development
Document workflow processes and user stories using standard flowcharting tools and methods.
Translates business requirements into functional requirements and creates business requirement documentation (BRD);
Test systems utilized for the processing of electronic filings (e.g., capabilities, configuration, integration), both for the development of the standard solution and individual court implementations;
Perform various analysis duties, ad-hoc reporting, and research to support day-to-day operational and strategic management decisions;
Define process for collecting and prioritizing change requests from stakeholders, including management of trade-offs between cost, schedule, strategy, and customer benefit; Contributes to the development of project plans and leads smaller scope projects;
Creates and implements project related standards and procedures.

Requirements:
Master’s degree in business, management, information technology or a related field and five years of experience in business process analysis, application testing, application testing, application implementations and training, change management, large group facilitation, and/or major analytical or research studies and business-related experience; OR College coursework and at least eight years of systems experience in business process analysis, application testing, application implementations and training, change management, large group facilitation, and/or major analytical or research studies and business-related experience.
Knowledge Business analyst processes such as those outlined and used in the International Institute of Business Analysis BABOK guide; Software development practices; Proficient with Microsoft Office Applications and Project Management tools; High-level understanding of application and database architecture; Understanding of integrated systems, including front end and back end development, APIs, and web services; Procedures and methods for testing business functions within computer systems; Principles and practices of producing effective project documentation.
Abilities Excellent interpersonal, written, and oral communication skills; Facilitate working meetings, elicit and solicit information, and absorb the information being communicated; facilitate a shared understanding of the problem, possible solutions, and scope of the project in its entirety; facilitate solutions to technical challenges among multiple teams when they involve negotiation between multiple business and technical stakeholders; Evaluate multiple options before facilitating the solution to a problem; Apply critical thinking skills to determine the appropriateness of requests, with periodic reviews of business procedures to clarify or change a business process. Use the knowledge gained in the daily operational procedures as input to business process and procedure documentation; Present technical and non-technical information to all stakeholder groups; Multi-task in a fast-paced environment while remaining focused on service to the client; Work independently and manage time effectively to meet deadlines.
Licensing / Professional Certification Six Sigma (Green or Black Belt), IIBA, or PMI-PBA certification preferred.

Physical Requirements Working conditions are normal for an office environment. Work may be required on the occasional weekend and/or evening; Travel to SCAO offices in Detroit, MI and to Trial Court locations across the state may be required. Occasional travel outside the state may be required. WORK LOCATION: Hall of Justice in Lansing, Michigan.
