"It's a totally preventable tragedy. There are alternatives that a woman in a desperate situation should know so she doesn't abandon a baby," said Michigan Department of Human Services Director Marianne Udow.

The safe delivery of Newborns law provides parents with a safe place to leave a newborn infant without punishment. Under the law, parents can surrender a child from birth-- up to 72 hours to an emergency service provider.

"Obviously hospital personnel, fire department personnel, law enforcement... the legislation was just changed to also include medical type EMS personnel," said Captain Dan Smith of the Michigan State Police.

The Governor proclaimed Tuesday as safe delivery of newborns day. A new public service annoucement was unveiled to raise awareness.

"Michigan in just the past two months, we've had two," said Udow. "Our goal is to have that baby in a safe situation."

As of April of last year, 44 newborns have been safely surrendered in Michigan.

Captain Smith went on to add, "We have some parents that have newborns that aren't capable or able to handle them because of a narcotic or durg addiction...that's why this program is so viable."
