Eastern Michigan University plans to raise tuition and fees 3.8 percent entering next fall.

The rate increase was approved Tuesday by the university's governing board. Undergraduates who are Michigan residents would pay $8,377 in annual tuition and fees, up $308 from a year ago.

The budget plan adopted for the Ypsilanti university includes an 8 percent increase in financial aid.
