KABUL, Afghanistan (AP) -- The Afghan president has issued an ambitious list of proposed reforms aimed at fighting graft, bribery and nepotism. The move follows pressure from donor nations.
President Hamid Karzai's 23-page decree orders officials to clear the attorney general's office and the courts of languishing cases and do more than talk about bringing corrupt figures to justice.
The decree was issued late Thursday. It's like an executive order but is ambiguous about what happens to those who don't comply.
Donor nations have long expressed concern about corruption within the Afghan government. Karzai has blamed international contracting procedures for some of the problem.
Billions pledged this month at a Tokyo conference are tied to a new monitoring process to assure that aid is not diverted by corrupt officials or mismanaged.
