Billboard Ban Passes Michigan Senate

The Michigan Senate has passed legislation that would ban new billboard permits until 2009, but Democrats say the proposed moratorium is meaningless.

The legislation bars the state from issuing new billboard permits unless the applicants give up permits they already hold.

Republicans say the measure is aimed at improving Michigan's roadside scenery.

But Democrats say the legislation does nothing to cut down on the number of billboards because there are about 2,000 permits for billboards that haven't yet been built. Those permit holders could build their billboards regardless of the moratorium.

The bills now head to the House.
