Gov. Rick Snyder is getting ready to lay out his ideas for changes he'd like state and local government to make.
Snyder is to deliver the special message Monday morning in the Grand Rapids City Commission meeting room.
Legislators were to get the message by e-mail beforehand.
Snyder says he wants state and local governments to offer better government accountability and transparency, spend less on employee compensation and share or consolidate more services.
He's proposed cutting revenue sharing for local governments by $100 million, something many local officials say will force them to cut services and lay off police and firefighters. Snyder wants the state to help communities work together better and trim costs.
The Republican governor plans to deliver a special education message in April.
