LANSING - EAST LANSING - Power has been fully restored to homes and businesses near the Frandor shopping plaza at the Lansing-East Lansing border Thursday morning. At 7:45AM the 2,300 BWL customers lost their electricity. By 8:10AM power had been restored to more than half of the customers, but areas east of Frandor remained without power until 9:30AM. Board of Water and Light crews determined that tree limbs had fallen on wires, causing the outage.
