MACKINAC ISLAND, Mich. (AP) -- Former Florida Gov. Jeb Bush says improving schools and reforming immigration policy are crucial to improving the economy in Michigan and nationwide.

Bush discussed the issues Wednesday during the opening session of the Detroit Regional Chamber's annual policy conference on Mackinac Island.

He says the "right to rise" socially and economically is part of the fabric of American citizenship, but a majority of students leave high school not ready for college or a career. He says it's "shameful" that the U.S. has allowed that to happen and called for more rigorous standards, school choice and greater use of technology.

Bush is the son of one former president and the brother of another. He tells the audience he hasn't decided whether to seek the Republican nomination in 2016.
