Police still haven't caught the person who fired a shot that killed Michelle Packard at last year's fireworks show at Riverfront Park in Lansing.
They also haven't found the person who threw an M-80 firecracker into the crowd at the 2011 fireworks.
It landed next to a woman who immediately rolled on top of her seven-year-old son to protect him.
She was treated for second and third-degree burns.
Police had 45 officers in the park that night -- less than half as many as will be there Thursday.
