DETROIT (AP) -- U.S. Sen. Rand Paul says lower taxes could help revive Detroit, a city trying to emerge from bankruptcy.

The Kentucky Republican is speaking Friday to members of the Detroit Economic Club at MotorCity Casino. Paul gave a preview to reporters Thursday, calling for "economic freedom zones" in cities with high unemployment like Detroit. He wants a flat tax of 5 percent in certain neighborhoods.

Paul is a tea party champion and potential Republican presidential candidate whose philosophy includes reducing federal spending and lowering taxes.

Earlier Friday, Paul is participating in a news conference to announce a new Detroit office for the Michigan Republican Party.
