TRAVERSE CITY, Mich. (AP) -- A board overseeing a mental health organization serving several counties in Michigan's northern Lower Peninsula has issued a written reprimand to its top official after a finding from the state that profoundly disabled adults were put at risk during bus rides.

The reprimand for Northern Lakes Community Mental Health's CEO Gregory Paffhouse is in response to a Department of Community Health recommendation. Northern Lakes' board previously had decided not to discipline Paffhouse. The Associated Press left a message Monday seeking comment from Paffhouse.

Paffhouse has said he and his staff took actions to protect the agency's bus riders after an August 2011 assault. Officials said one client repeatedly beat and choked another during a 90-minute ride. Paffhouse said he disagreed with the state's conclusions.
