Mayor Dave Bing and Detroit's City Council will continue receiving paychecks while the city is under state oversight.

Emergency manager Kevyn Orr has signed an order that keeps their pay intact when Michigan's new emergency manager law goes into effect Thursday.

The new law immediately scraps the salaries of elected leaders in cities and school districts with emergency managers. Managers can reinstate or modify their pay.

Orr says in a release that he "wanted the first order issued to reaffirm how important the mayor and City Council members are to Detroit's turnaround."

He was appointed this month after Detroit was determined to be in a financial emergency. Monday was his first day.

Detroit's deficit is $327 million. It is the largest city in the country under state control.
