Seems that this man has had problems since day one! HOW in the world was he ever left unattended? So much for youth intervention, as it didnt seem to work. I guess maybe something needs to be done on the State Level in fixing, why this man was ever Free to walk the Streets in the first place, without being fully analyzed.
