Spirits were high Tuesday as Governor Granholm introduced the 13 companies that would be the recipients of business tax credits from the Michigan Economic Growth Authority Program.

The CEO of The Renewable and Sustainable Companies snagged $9 million in credits and promised to bring jobs and investment to flint.

But just one day after Richard Short shared the stage with the Governor, the 57-year-old finds himself in jail, arrested for violating his parole.

Short is a convicted embezzler who spent two years in prison and has violated parole before. Short still owes $96,000 in restitution to the state -- a Department of Corrections spokesperson said they believed he was unemployed. He should have told his parole officer if he landed other employment.

Late Wednesday the Governor's spokeswoman told us "the Governor is disappointed, and the MEDC has been directed to review its procedures and processes."

The MEDC president mirrored those thoughts. "No one associated with the Michigan Economic Development Corporation and the Michigan Economic Growth Authority (MEGA) was aware of Mr. Short's personal history. Needless to say we are embarrassed by this matter. We are taking the necessary steps to ensure situations suchs as this do not happen in the future."

It shouldn't have happened in the first place said James McHugh of the Mackinac Center for Public Policy.

"You didn't even have to go to the state police who has all that information, all you have to do was Google him and a article from the Flint journal came up," McHugh said. "If there was more transparency, embarrassing situations like these would be less likely."

The MEDC says from now on it will explicitly ask companies if their senior executives have been convicted of felonies.

There is no up front cash involved in this award and the State has not granted any funds to the RASCO company.
