Blizzard warnings span the Mid-Atlantic as the second major storm in less than a week gives the region a fresh coating of snow.

Thousands of workers are scrambling to plow and salt roads as the snow falls from Northern Virginia to Connecticut. Northern Maryland is already under more than 10 inches of new snow.

New York City, which was largely spared from the weekend system that dumped up to 3 feet of snow in some spots, could receive up to 16 inches this time around. The city's 1.1 million school children are enjoying a rare snow day, only the third in six years.

Washington and Philadelphia are expected to get up to a foot, unwelcome news in cities still frozen by the weekend's blizzard. Each needs about 9 more inches to reach their snowiest winters since 1884.
