Yes, the chief serves at the pleasure of the mayor. He was hired by an "interim" mayor, so he was an "interim" chief. What's this guy's problem?

Rather than being kicked in the stomach, he got a boot in the rear. I'm sure he was an at will employee subject to removal at any time. New Mayor = Changes
