The Lansing Police Department's 2005 Annual Report shows a 61 percent drop in force-related complaints against officers since 1999.
It also shows sharp decreases in vehicle, arrest-related and courtesy complaints.
Police spokesman Lt. Bruce Ferguson says a combination of officer training and citizen education could explain the drops.
"We have certain protocol that we train our officers to do that people don't understand and maybe in the past they felt that that's been excessive. So through education and those types of things, it gives them a better understanding of what we do," Ferguson said.
He says the report also shows the department is working to do more with less, meaning the city's ongoing budget constraints are affecting the department.
