Don't let the blue skies fool you; it was a dark day at the Capitol Friday, as the state's financial bosses announced a $470 million deficit for the upcoming fiscal year.

"It's not a very good day, but the numbers are still manageable," says state treasurer Robert Kleine.

Manageable? Maybe.

But after years of devastating deficits, consultant Bill Rustem of Public Sector says news like this is a punch in the stomach for the state.

"We're past the fat, into the muscle and headed for the bone in terms of cuts that have to be made," Rustem says.

And he says deficits like these will continue to happen until major changes are made to Michigan's financial infrastructure. Rustem says we have not diversified our economy, not kept up with bringing new jobs to the state and keeping our young workforce here.

But how did we get to this particular point?

Everyone we speak to at the Capitol involved in the budget says they just didn't plan for the national economy to nose-dive like it did. But now, that misplanning has lead to a $470-million deficit."

That anemic economy, mixed with a horrible housing market and consumer uncertainty will now lead to another tough year.

"It won't be easy to find cuts when we've done it year after year after year after year," Rustem says.

Treasurer Kleine disagrees.

"I don't think we'll have any Draconian budget cuts."

Only time will tell as we start slicing to save money.

some still are getting by.some do without insurances,some have,just not good.some wages pay more than others.some are selling many items they worked to get,just to get by.some have homes paid for or lower rents.some don't.some are going to collage,some get food cards and say they have no income,but yet can buy drugs and drink.wow.some complain because of what some get,while others don't.but if needed later on as prices go up,just be glad programs are there.many who had jobs at a decent pay,don't now.many are on unemployment,by no fault of their own.or just lost jobs and work for pennies compared to what was.many never thought this or that could happen to them then woops it did.many all over america are on some type of aid.food or otherwise.very few jobs are secure.as long as prices go up,more will not get by,needing help sooner or later.the social programs,one has nothing,go no where.a new life many have no clue about,just complain it is there.wait till you need it.could happen.

we all have a right to think what we want.slowly many americans are finding out what high prices of things can cause.some are still getting by.some households have 2 people working.some don't.some jobs pay more than others.some get good health insurances,alot don't or are getting less offered.social programs varry county to county.just like the amounts people can get from the federal gov food cards.thoes running down people for getting help,I'm sorry.never did many ever think they'd have to ask for help.more will as prices go up,and jobs continue to be lost.getting by now.great.it may not always be that way.then you may be forced to ask for help,understand the programs,finding out they aren't so easy,but be greatful the help is there.so many are working,but still get help.when mich can afford to pay people to go out and check things out,maybe some won't get help.very few abuse the programs.cut the help out?then when some need it and it is not there,be careful what we ask for.

I'm so glad how some think the medical,food,and rent programs offered by the state is such a easy ride.and that low income people deserve nothing.considering todays prices of things brought up due to gas prices,lack of jobs,or no jobs depending on the area,not saying many jobs are part time,low waged,temp jobs.some households have one parent income.or one parent.try making it on mim wage.many state insurances only are for the kids,parents get so little,singles get barely nothing,or married without children.food help is federal,not from mich.without them many would be eating nothing.spreading many illness. without food we get sick,can die.and lets put kids through that?who needs,who don't.need help?many programs are out there,contact before complaining,you may just get the help you go without now.red tape,guildlines,long waiting periods before help can be given.find out all truths about the social programs,how many counties don't have any jobs,and why people end up where they do or why.

says what happens when there isn't enough jobs to support a state.says what happens when people are forced to shop out of state,to save money,to avoid mich prices.many are moving out of state to get jobs and a cheaper ways to live.tells where many are vacationing,nothing new or big or fun is in mich.jobs should of been comming to mich as soon as jenn took office,many things should of been changed to make that possible.not when it was to late.when will mich gov start running this state right and earn their pay?they couldn't find it in their hearts to take a pay cut.they can't even make a budget.this year will be worse.the drama will go fourth as last yr,and they will argue like children.raise taxes?or not to raise taxes?cut needed programs or not.no money = no many things.but they did it to themselves.so mich people suffer.how deep of a hole can mich gov dig?maybe they can reach china and bring our jobs back.

when will mich gov find ways to get jobs here so they can get all needed tax money to run this state?when will things be done to get people to shop in mich,instead of us shopping in other states?when will food banks be stocked to help give more,or why not raise amounts on food stamp cards to take less stress off food banks?when will our mich gov do something to earn their pay?since they won't take cuts and want more.when will the economy of mich get what it needs?jobs,jobs,jobs,jobs,jobs,jobs,jobs????????have a nice trip over seas,jenn.if we can't get american co to come to mich,why would others from over seas want to.they'd already be here.no ones stopping them.there's your answer.our companies keep going to other countries,so what is the point.vacation,tax payers money.must be nice.

I am getting tired of hearing the same story every year. There needs to be real cuts into programs that people consider their essential.

when is mich gov going to start doing things to get jobs into mich?changing what needs chnged to do so.how long has this group been in office.how bad has mich became?didn't plan for the national economy to take a dive?get real,they are in gov,the gov knows things before the people.no excuse please.there is no reason mich can't get back on it's feet.just the ones running this state don't know how.just won't admitt it.but they continue to collect their high pay?they'll find something to tax,probably food,if they let the 6 cents tax go on gas,which will not stop gas from going up,it may sound good but looses money,but they are good at loosing money,giving it to other states ect.if the white house would stop some of their foolish spending,that money could help the states in trouble.food card amounts could be raised and people could at least eat.this is one nation,run by one president.all states should recieve help as needed,to keep all states equal.all with jobs ect.might save the usa.

Keep giving hand outs to those that don't need them, that should help. Get smart and start policing who is to get all of this free food, medical, rent etc. My wife and I both work and we can't afford dental & optical and alot of other things. Tighten the belt like alot of us working class has had to.

the people of mich has seen this problem comming for over 4 yrs.why didn't our government.when thoes running our state took office,jobs should of been first and always.things that don't help all came first.it's what hasn't been done that matters and has put mich in a mess.no state can run without taxes,jobs give them taxes.only god can totally know what is going to happen,so man was give the sense to be prepared.something is still wrong with mich that jobs just don't want to come here.it is up to our gov to figure out why and change what needs changed,even if they don't like it.maybe opening up parks for the summer will help?all back up plans need found and they must put a stop to all the foolishness and get busy and get the jobs here.sliceing the poor seems to be the thing,and is not helping anything.JOBS are the only answer,and asap.this has gone on long enough.just being in gov office,they knew how prices can go up.and did.and how jobs close ect.their fault,we pay.bull!
