For an average night, police say 17 arrests is abnormal, but for Welcome Week, they estimate it's about par for the course.

Wednesday's arrests included 15 minors in possession, one for disorderly conduct and another for drunk driving. That doesn't count the number of tickets they gave out. They wouldn't even estimate on that.
The students say this happens in part because everyone's excited to get together, because many are just getting used to their college freedom, and mostly because everyone has a little too much time on their hands.
East Lansing does what they can to prevent the parties, but they say they expect this will continue until school begins.
