Governor Granholm says Michigan needs to deal with its economic crisis.
She outlined her previously announced economic program during a speech before the Detroit Economic Club.
Granholm says the state must ensure its work force has the skills needed in a technology driven world. She says Michigan has to help businesses create jobs to compete in the 21st Century or risk being "eaten" by the global economy.
She says the state should restructure its Single Business Tax to make it fairer.
Granholm says higher education holds the key to improving the state's unemployment rate and she stressed how important it is to retrain laid-off workers to fill new jobs
Michigan's jobless rate in February was the nation's highest.
