Part of the federal No Child Left Behind Act will give kids a chance to transfer to a charter school or to a school within the same school district if the student's school is considered unsafe.
Now, a special committee comprised of teachers and law enforcement officials is setting guidelines to determine whether or not a school is "persistently dangerous".
According to the Michigan Department of Education, a school will be considered "persistently dangerous" if after three years it continues to have a significant number of crimes on campus and is making no effort to improve safety at school.
Some say unsafe schools could lose money if students transfer away. That's because the number of students enrolled determines state funding for schools.
Many Michigan students currently have the opportunity to transfer in and out of schools and districts using School Choice regardless of whether the school is considered safe.
