A legislative battle is quietly taking shape as House GOP lawmakers are thinking about tying the governor's $175 per pupil state aid increase to efforts to reduce health care costs, which could step on the toes of one of the Governor's major backers, the Michigan Education Association.

While there is no specific linkage package on the table at this read, one GOP source confirms one is being discussed. The reason the MEA would be upset is because its insurance arm, MESSA, would be the likely target of GOP efforts to slice health care costs.

One democratic senator says the proposed linking of the two issues, “Smells like legislative blackmail.”
