The debate over how Michigan will spend about $300 million a year that it gets from the 1998 tobacco settlement is heating up like a lit cigarette.

With the Nov. 5 election approaching, both sides in the ballot-issue war are stepping up their efforts to win voter sympathy.

A debate was held Wednesday night at Michigan State University. And Thursday, leaders of senior citizens groups held a news conference to argue that senior programs would be hurt if settlement money is limited to health care.
