When the Commission on Higher Education and Economic Growth released it's report it said the State must do more to encourage college education -- but you won't find any specific solutions inside it.
A state official says that's because the report was intended to give recommendations and not answers.
One of several barriers to college education are the overwhelming costs.
By senior year according to Michigan State University the average student owes about $21,000 in debt.
The report also recommends efforts to help keep college students in college combating the dropout rates.
