Changes include the fact that the department will no longer accept third party complaints. All complaints must now be made within 60 days. Also, all complaints will now be recorded.
This last change should help with scenarios like that of six minority LPD officers who filed a grievance against the department, saying they were cited for complaints more than non-minorities. Studies showed that was true - although there was no cause for that fact shown.
Also, there is a new discipline matrix, which acts more like a sentencing guidline. Assigning specific penalties for specific offenses... again, removing the possibility for the perception of bias.
