I've been an avid animal advocate for almost thirty years and have had pets all of my life. Dogs are social animals and need the company of a pack. No dog should be stuck on the end of a chain for his entire life. I wish that there were stronger animal ordinances. A lot of animal "caretakers" tick me off to no end and animal control isn't what it ought to be!

malumutes, husky st.bernards and great pyrenees are all working dogs who were meant to be outside. As long as they have shelter, food and constant supply of ice free water they will do fine. We have a Great pyrenees who lays out in the snow for hours until he decieds he wants to come in. Summer he is in more then out. Just like with horses and cattle if they have a shelter/ wind break constant food and water supply they are fine to be out. In face Vets wull tell you that they are best not being brought into a barn or blanketed because it causes more repiratory problems in the long one. Our daughter is a vet.

I would have to agree. Why have a dog only to keep him or her outside? And, yes, I do have a dog. We make sure he only goes outside for short periods when it is bitter cold. I do, however, commend ICAC for their charitable work.

I can’t understand why these “pet owners” aren’t being prosecuted for animal abuse. If they admit they don’t “have the means” to provide for a pet, animal control should confiscate their pets immediately.

Maybe people should keep their dogs inside? If you can't afford to shelter your dog, you probably can't afford to take them to the vet if they get sick or injured, and you definitely shouldn't have a pet in that case. No sympathy here except for the poor animals that have to suffer because of their ignorant owners.

If can not bring your dog in then you should not have the dog. No dog should be left outside in this cold even with a dog house. These owners should have to spend the night out there if they are going to make there dog stay out there.
