"My budget for the next year will renew the Michigan promise scholarship," said Gov. Granholm in her State of the State address Wednesday. "We will think of a creative way to pay for it."
Many lawmakers are asking how...
"We'd like to know where she expects to make up the difference," says Senate Majority Leader Mike Bishop.
Rep. Paul Opsommer agrees. He says with Michigan's $1.7 billion deficit, a $4,000-per student promise scholarship is not practical.
"With our budget crisis, we need to prioritize," says Opsommer.
And Opsommer's priorities are...
"First, K-12 is very important. Pre-K or early childhood would be number two."
...with the promise scholarship coming at a distant fourth after funding for grades 4-6.
Rep. Opsommer also adds the promise scholarship for higher education is impossible to fund without higher taxes. Opsommer worries the governor's vow to restore it will only upset students and parents more.
"I don't see it happening. And I don't want to mislead students. I don't want to mislead parents thinking they can get it and it will be available to them september of this year," says Opsommer.
Students are relieved to see the money reinstated, but they say they are unhappy Gov. Granholm didn't address the cuts to programs.
"Just because people have the same access to college doesn't mean it has the same value," says MSU senior Scott Wozniak.
Wozniak says he would be willing to pay higher taxes to see education funding restored. But all students can do now is wait to see what happens next.
The governor will release her version of the budget plan on Thursday, Feb. 11. The governor's office would not release any details of the plan when News10 called Thursday, but officials say plans regarding the Michigan Promise Scholarship will be included.
