LANSING, Mich. (AP) -- Lansing's police chief says he's treating an oil spill in the Grand River as a criminal investigation.

An oily substance was spotted about a week ago near a fish ladder in Lansing's Old Town neighborhood.Officials believe less than five gallons got into the Grand River, but a precise amount is unknown.

Chief operating officer Chad Gamble says city inspectors will search for evidence of illegal discharges from sewers. Tests detected mercury, arsenic lead and other metals in the substance.

Police Chief Mike Yankowski says the case is being investigated by officers.
