Mandatory reliability standards for utilities is part of that bill. Standards that include penalties for utilities that fail to service customers without power during a specific time frame or trees that are too close to powerless.
Some MPSC commissioners say these standards could help avoid another blackout, but because they're attached to a much larger controversial bill the standards remain in limbo.
The Lansing Board of Water and Light says they approve of such standards, but are still investigating the blackout to see what safeguards they may implement.
Results of their investigation will be released in the next six weeks.
