A seven-week investigation into the case of two 13-year-olds switched at death, comes to an end. But Ingham County's prosecutor and sheriff are not placing blame on anyone.

Sheriff Gene Wriggelsworth was quoted as saying family members misidentified the bodies of two 13-year-olds that were killed by a drunk driver last year.

One of the boy's father, Rob Karp, is angry at the mix-up and says that officials are avoiding blame. An exhumation in May proved 13-year-old Thomas Schneider was buried in friend Kyle Karp's grave. Karp was cremated.

Prosecutor Stuart Dunnings says it's a criminal misdemeanor to cremate a body without a permit. But he says it's not in the best interest of justice to prosecute.
