Gov. Granholm says struggling communities can mimic the Kalamazoo Promise if some of the money raised through property taxes be used to match private donations.
An aide says Granholm will make the suggestion in her State of the State address on Tuesday.
Education adviser Chuck Wilbur says groups in Detroit, Flint, Jackson and western Michigan have discussed how to duplicate the Kalamazoo free college tuition plan.
Privately funded tuition programs would get a state match of half the area's annual increase in revenues from the State Education Tax.
The combined funding would pay tuition costs not covered by financial aid.
