A 12 member bipartisan panel of former governors and state officials has completed work on a 16 page document entitled, "Reform for the Common Good."

In it the group does not tell the governor how to deal with the state's budget mess, but it outlines options, including a sales tax on services.

A source familiar with the contents says it lays the groundwork for the governor to explain the problem to citizens who have not felt the impact of $3 billion in state service cuts to do with more on the horizon.

Gov. Jennifer Granholm is expected to integrate the report into her State of the State message set for next Tuesday night.
