Lansing has a civil rights ordinance that protects gays, lesbians and transsexuals.
The city council passed it Monday night.
It also bans discrimination based on things like race, gender, age and religion in areas like hiring and housing.
There are exceptions allowing things like senior citizen discounts at businesses and restricted admission to private clubs.
Opponents of the ordinance say they will start a petition drive to put it on the August ballot so voters can decide its fate.
