The state's Department of Human Services confirms Tim and Lisa Holland received more than $26,000 per year for adopting Ricky and two of his siblings.
Payments stopped when Ricky went missing last July, but the Holland's adopted another one of Ricky's siblings and monthly payments went up to $1,992 compared to $2,200 the Holland's were receiving before Ricky went missing.
DHS Director Marianne Udow supports adoption subsidies despite criticism surrounding cases like Ricky Holland's. Udow says the money there isn't a barrier in the way of children getting placed in permanent settings.
