The East Lansing Education Association filed charges Monday against the East Lansing school board. The ELEA says superintendent Tom Giblin announced proposed changes to teacher contracts publicly, before discussing it with the union.

School board president Barbara McMillan says the board has not discussed proposed changes with the media, but solutions to budget problems have been talked about at board meetings. She says the board will be contact its lawyer.
The current contract expires June 30. Formal negotiations have not yet begun.
