The two kids and their bus driver in Florida have been charged, the kids with felonies and the driver with a misdemeanor.
Michigan law says school staff can only touch a student to stop a fight or vandalism in progress. Mid-Michigan's largest school districts, Jackson Public Schools and Lansing Public Schools, both say their drivers are instructed not to engage a passenger at all.
The right approach: "Have another bus come, have the police come. Our drivers are told never confront a student. You're just gonna make it worse," says JPS Transportation Director Craig Frazier.
Jackson and Lansing have cameras in some of their buses. Their director adds the school bus is an extension of the school. He says drivers have the same authority and responsibility as teachers or administrators.
