About two thousand Michigan motorists checking their mailboxes in the next few days will find bills connected with the second year of fines under the state's "driver responsibility" program.

The fines most often are for failure to present proof of insurance or driving with a revoked or suspended license. Other categories may include drunk driving and reckless driving.

The fines are connected with a Michigan program that took effect in October 2003.

The program dishes out fines in an attempt to deter potentially dangerous driving while providing more money for state government's beleaguered budget.

Some offenses called for fines over a two-year period. The bills showing up in mailboxes soon are the first wave of the second year assessments.

They cover offenses from October 2003 through February 2004.
