A label is sparking controversy in East Lansing as the city council declares the East Village -- the neighborhood around and including Cedar Village -- as a Community Rehabilitation, Revitalization and Renewal area.
Some property owners and tenants call it labeling the areas as blighted or run down.
The council says the label will help the city when it comes to developing plans for the East Village development in obtaining economic assistance.
The state of Michigan must still approve the action in about 90 days.
