The Igham County Treasurer says a property owner would pay about $9 more than what they would normally be paying.
Jack McHugh, with the Mackinac Center, a conservative research group, says a person who pays $100,000 annually, would be out $42,000 by 2007.
The house is expected to vote on the issue this Wednesday.
